What the review should establish
A cost leakage review should establish what was approved, what was committed, what was delivered, what was paid, and where those records do not reconcile. It should distinguish a budget variance from a supported leakage event. A higher cost is not automatically leakage: scope change, quantity growth, escalation, delay, rework, wastage, or an accounting timing difference may each require different evidence and action.
The evidence pack therefore needs a traceable chain from the approved commercial baseline to site execution and payment. Each material finding should point to a real file, page, sheet, line item, date, amount, and responsible work package. Missing records remain evidence gaps; they are not permission to estimate a loss.
Build the evidence pack in six folders
- Baseline and approvals: signed contract, approved BOQ, work orders, budget, rate analysis, drawings, specifications, amendments, and approved change orders.
- Commitments: purchase orders, subcontracts, comparative statements, bid evaluations, approval notes, supplier terms, and variation instructions.
- Cost and payment: cost ledger, invoices, running account bills, payment certificates, debit and credit notes, retention, advances, recoveries, and tax-supporting records.
- Quantity and materials: measurement books, joint measurements, goods receipt notes, stock registers, issue slips, consumption statements, transfer records, scrap records, and reconciliation sheets.
- Progress and delay: baseline and updated programmes, daily and weekly reports, labour and plant deployment, hindrance register, notices, minutes, photographs, and extension-of-time correspondence.
- Quality and change: inspection records, non-conformance reports, test results, rework instructions, defects, site instructions, requests for information, and drawing revision history.

Review sequence
- Freeze the review period, entities, contracts, work packages, and approved baseline revisions.
- Create a document register recording owner, period, revision, source, approval status, and missing items.
- Reconcile BOQ and budget lines to commitments, invoices, certified quantities, payments, and ledger postings.
- Trace material and quantity movements from receipt through issue, installation, transfer, return, waste, or closing stock.
- Link suspected rework, delay, idle resource, penalty, or excess consumption to dated site and commercial evidence.
- Send factual queries for contradictions and missing proof; record responses without replacing the original evidence.
- Separate confirmed findings, calculated variances, open questions, and missing-evidence items before reporting.
Decision-ready output
The useful output is not a document dump. It is a prioritized exception register showing the finding, source reference, baseline, actual value where available, calculation, confidence, commercial significance, accountable owner, and next action. Management should be able to see which issues need recovery, correction, further evidence, contract review, or stronger controls—and which apparent variances are adequately explained.
Before sharing records, remove unrelated personal data and use the approved secure intake route. Do not place confidential project files in the public contact form.
